In a significant move to boost Nigeria’s oil and gas sector and revitalize the economy, the Nigerian Senate has initiated the process of reviving the long-abandoned $1 billion Kaztec Engineering Limited fabrication yard located at Snake Island, Ilashe, Lagos State. The Senate’s intervention, led by the Committee on Petroleum (Upstream), is focused on investigating the circumstances that led to the project’s eight-year hiatus and finding sustainable solutions to bring the facility back to life.
The Project’s Promise and Setback
The fabrication yard, which commenced operations in 2012, was designed as a cutting-edge facility for the fabrication of offshore platforms, Floating Production, Storage and Offloading (FPSO) units, pipe mills, and more. The project, a critical component of Nigeria’s oil and gas infrastructure, had achieved 70% completion with over $600 million invested before its suspension in 2015.
Kaztec’s partnership with Addax Petroleum, the project’s technical partner, was expected to unlock Nigeria’s petroleum potential, drilling over 19 million barrels of crude oil and generating over $33 billion in revenues for the federal government over 10 years. Additionally, the facility was projected to create over 3,000 direct jobs and 10,000 indirect employment opportunities for Nigerians.
However, progress came to a standstill when Addax Petroleum declared force majeure on the project in 2015 due to unresolved tax and audit disputes with the federal government. Since then, the site has suffered degradation, leaving the ambitious project dormant for nearly a decade.
Senate’s Oversight Visit
Led by Senator Eteng Williams, Chairman of the Senate Committee on Petroleum (Upstream), the committee conducted an oversight visit to the Kaztec fabrication yard to assess the level of damage caused by years of inactivity. Accompanied by eight other committee members, Senator Williams pledged the Senate’s full commitment to ensuring the facility’s revival and delivering justice to all parties involved.
“We’ve seen it all. We’re going back to the drawing board and we will call everyone involved,” Williams said.
Key Objectives of the Senate Intervention
The Senate committee aims to:
1.Investigate Causes of the Shutdown: Examine the issues that led to the project’s moribund status, including the tax and audit disputes between Addax Petroleum and the federal government.
2.Facilitate Stakeholder Engagement: Engage all relevant stakeholders, including the Nigerian National Petroleum Company Limited (NNPC), Addax Petroleum, the federal government, and others, to find a resolution.
3.Revive the Facility: Develop a policy framework to ensure the resumption of activities at the fabrication yard, preventing future occurrences of such setbacks.
4.Promote Economic Growth: Align the project’s revival with the federal government’s vision of leveraging Nigeria’s petroleum resources for sustainable development.
Potential Impact of Revival
If revived, the Kaztec fabrication yard will not only restore the economic value of the Snake Island facility but also position Nigeria as a hub for oil and gas fabrication in West Africa. The project will cater to the needs of global oil and gas companies operating in Nigeria, enhancing local content and boosting the economy through job creation and foreign exchange earnings.
Senate Chairman’s Commitment
Senator Williams emphasized the importance of the project to Nigeria’s oil and gas sector, stating that the committee’s firsthand knowledge from the oversight visit would guide their efforts.
“We have the assurance of the Senate President because we all want this country to work for everyone. We’re committed to making things work and we’re assuring all stakeholders that justice will be done,” he said.
Alignment with the Tinubu Administration’s Vision
The Senate’s efforts to resuscitate the Kaztec fabrication yard align with President Bola Ahmed Tinubu’s administration’s goal of maximizing Nigeria’s petroleum resources for national growth and development. By addressing the challenges hindering this project, the Senate is taking a proactive step toward enhancing Nigeria’s economic prospects and strengthening its oil and gas sector.
The Kaztec Engineering fabrication yard holds immense potential to transform Nigeria’s oil and gas landscape. With the Senate’s renewed focus and commitment, stakeholders and policymakers must collaborate to ensure the successful revival of this critical infrastructure, unlocking its vast economic and social benefits for the nation.
